Approve, by motion, execution of the contract with Apex Facility Solutions to include CARES Act funded <br />improvements detailed in the Guaranteed Energy Savings Agreement. <br />2. Approve, by motion, extending the approval of the above agreement to include the remaining energy <br />saving scopes detailed in the Summary of Work. <br /> <br />Background/Discussion <br />To update our Capital Improvement Plan and complete an inventory of the energy consumption and city facility <br />air handling components, we engaged Apex Companies to do a comprehensive evaluation of our buildings and <br />their efficiency especially as it relates to the air handling components for compliance with new CDC guidelines. <br /> <br />Apex provides facility assessments to determine efficiency and seeks solutions that basically pay for themselves <br />through reduced energy and operational costs. A timeline of our work with Apex is attached. In their assessment, <br />they identified some necessary upgrades to meet the new limits for turnover of indoor air in occupied spaces at <br />City Hall and the field house at the multipurpose facility. They also recommend technology solutions to consider <br />for all facilities to disinfect air prior to flow into occupied spaces. <br /> <br />Financial Impact <br />Project estimates to complete CARES funding eligible upgrades is $1,066,560. The remaining upgrades total <br />$982,315. If the Council agrees to complete all the proposed work, the non-CARES Act portions would be funded <br />through each facility’s respective reserve fund, Liquor Reserve Fund, Library Reserve Fund and Building Reserve <br />Fund.
