<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />June 4, 1962 <br /> <br />The regular meeting of the Elk River Village Council was held at the village hall on June 4, 1962. <br />Members present, Mayor Johnson, Clerk Briggs, Trustee Kemper and Trustee Larson. Member <br />absent Meyer. The meeting was called to order by Mayor Johnson. The minutes of the last meeting <br />were read and approved. <br /> <br />Curtis Briggs asked for a means of access to his property in the village described as part of the NE <br />¼ of the SW ¼ of 33-33-26. <br /> <br />A motion was made by Kemper and seconded by Larson that the village will see that Curtis Briggs <br />will have access to this property, the exact location of the access to be decided later. Motion carried. <br /> <br />The clerk read a letter from the N.P. Railway regarding the proposed parking lot opposite the depot <br />in which they asked that the village stand the expense of building a fence along the track and remove <br />a guy wire, the cost of which would be about $35.00 besides the rent of $300.00 per year. <br /> <br />The mayor will appoint a committee along with himself as a member of the Chamber of Commerce <br />to go down to see Mr. F.C. Semf in his office in regard to this parking lot. <br /> <br />Engineer Wm T. Mills was present at the meeting. There was discussion in regard to some street <br />surfacing to be done this year. It may be necessary to seal some streets down town where chloride <br />did damage last winter to the black top. <br /> <br />Jerry Spencer, County Engineer was present. There was discussion regarding the surfacing of <br />County Road 77 past the new senior high school. A motion was made by Larson and seconded by <br />Briggs to authorize Sherburne County to go ahead with black top on Proctor Ave to the village <br />limits, estimated cost to village to be about $2000.00. Work to be done July or August. Motion <br />carried. <br /> <br />Trustee Larson mentioned a water hole in the down town parking lot. Engineer Mills says a dry well <br />would help. <br /> <br />Martin Brock was present. He says he has trouble with water in his basement. The drainage tile <br />along Tipton Ave is either too small or is filled with sand. The council will have Mills recommend <br />what best to do. <br /> <br />John Bailey representing the Chamber of Commerce asked that the bathing beach and the bath <br />house be open on Sunday. The council will do their best to give this Sunday service. <br /> <br />Robert Hagaseth from the County welfare office says that Sherburne County has taken on the <br />distribution of surplus commodities and needs space for dry and cold storage. <br /> <br />A motion was made by Larson and seconded by Briggs to rent the upper southwest room in the <br />creamery building for that purpose at $10.00 per month until the cost of remodeling is taken care of. <br />Motion carried. <br /> <br />
