It is further resolved, by said Village Council that it is necessary and expedient that the full faith and credit of said Village be pledged for the payment of interest and principal of said warrant, and it is hereby do pledged. H.A. Briggs S.B.Davidson Clerk Mayor Interest – Net over 5% Warrant state on its face the purpose for which drawn. Must be in denominations of not less than $50.00 nor more than $1,000. Cannot be sold for less than year. The Council made the following tax levy for 1947: General Fund $6,000 Road and Bridge Fund $2,800 Library Fund $750 Poor Fund $600 Bond 2 Mills Charles Nelson asked that the Village allow him pay for 20 days vacation which he had not taken during the post two years and be allowed ten days vacation this year. The request was granted. Resolution Sewage Disposal The Village Council of the Village of Elk River, County of Sherburne, State of Minnesota, being in regular session all members being present, Councilman Skellenger offered the following resolution and moved its adoption: That whereas, the Village Council of the Village of Elk River has found it necessary and expedient for the presentation of the public health, good order and the government of the Village of Elk River that a survey be made of the general sewer system now existing in the Village of Elk River, and Whereas, Pursuant to said resolution, duly adopted by said Village Council of the Village of Elk River, the firm of Faltz, King and Day Inc. Engineers, have prepared plans and specifications of said existing sewer system of the Village of Elk River, County of Sherburne, taking into consideration at said time the future prospect of construction a sewage disposal plant and, Whereas, said specifications are in accord as far as possible with the sewage disposal commission of the State of Minnesota, and Whereas, Petitions have been duly filed with Village Clerk and presented to the Council, signed by more than twenty-five per cent of the property owners abutting on streets who are in dire need of sanitary sewers, which are to be constructed as soon as possible. It is hereby resolved, by the Village Council of the Village of Elk River that it is necessary and expedient for the preservation of public health, good order and the government of the Village of Elk River that a sewage disposal plant be constructed at such time as materials are available, and that a financial arrangement be made to finance said proposed sewage disposal plant.
