<br /> <br />REGULAR MEETING VILLAGE OF ELK RIVER COUNCIL MEETING <br />July 1, 1946 (minutes does not list date of meeting) <br /> <br /> <br />The meeting was called to order by Acting Mayor Leger. <br /> <br />The minutes of the last meeting were read and approved. <br /> <br />Mr. J.C. Walker acted as clerk of the meeting in Mr. Brigg’s absence. Mayor Davidson was also <br />absent. <br /> <br />Clifford Martineau appeared before the Council in regard to sewer (storm) to drain his property. The <br />matter is to be investigated. <br /> <br />J.R. Bettinger appeared before the Council in regard to drainage at his place known as the old <br />Wright place. He stated the recent sewer operations there impaired the drainage. The matter was <br />turned over to Bill Franz, Sewer Engineer for Investigation. <br /> <br />Otis Nickerson, D.A. Dare, R.A. Hastings, Chas. Bade, L.K. Houlton, Oscar Odegard, and Mrs. <br />Mac Hamlett, representing the property owners on the alley running parallel and west of Princeton <br />St. appeared and stated it was their wish to have this made a public alley. After considerable <br />discussion it was deferred until they could get together and work out the most feasible location for <br />this alley. The Council agreed to hold a special meeting when they had gotten together and had the <br />thing worked out. <br /> <br />Lloyd Youso requested a sewer connection. The report of the engineers advised that it would be <br />impossible to get in there without exorbitant cost. However, later on when the Orono section of Elk <br />River comes into the sewer district a lift station will be established and a sewer connection can then <br />be provided to Mr. Youso. <br /> <br />Harry Dreissig petitioned for a sewer connection which upon motion was duly approved. <br /> <br />Mrs. White and Mrs. Parsons tendered their resignation from the Library Board and requested the <br />Mayor to appoint two new members. <br /> <br />Upon motion the following judges and clerks for the primary election were appointed: <br />Day crew – Irene Kaliher <br />E.W. Dickey <br />Mabel Greupner <br />Henry Strickel <br />Eva C Bernier <br /> <br />Night Crew – Ralph Jarvis <br />Frances Jarvis <br />Rose Spurrell <br />Merlyn Hetrick <br />V.B. Skellenger <br /> <br />
