<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />March 7, 1955 <br /> <br />A regular meeting was held at the Municipal Building on Mar 7, 1955. <br /> <br />Members present: <br /> Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A. <br />Briggs, Clerk <br /> <br />The meeting was called to order by the Mayor Schwartz. The minutes of the last meeting were read <br />and approved. <br /> <br />Walter L Johnson had applied for the renewal of his on and off beer license. A motion was made by <br />Dow and seconded by Meyer to renew the license for one year. The motion carried. <br /> <br />A motion was made by Briggs and seconded by Bailey to approve transfer of $12.00 from the <br />Liquor Fund to the General Fund. Carried. <br /> <br />Mr. Lyons and Mr. Springsted representing Moody and Springsted of St. Paul were present at the <br />meeting. They discussed with the council the financing of a possible building program for the <br />village. <br /> <br />Mr. and Mrs. Tiernan and their son were present. Their son had recently been seriously bitten by a <br />dog on the school ground. They felt that something should be done about dogs running loose in the <br />village. <br /> <br />A motion was made by Bailey and seconded by Meyer that the dog ordinance be amended so that all <br />dogs must be under control of the owner at all times and not be allowed on parks or school <br />grounds. Motion carried. <br /> <br />The Council agreed to have “no parking” signs be placed at Mill Street and Fifth Street same being <br />in front of the Central Lutheran Church. <br /> <br />The following bills were allowed and ordered paid: <br />Sherburne County – Co fair building 25.00 <br />August Leider – labor 181.20 <br />Fire Department – fires 66.00 <br />Farm Bureau – services 9.25 <br />John E. McGibbon – services 25.00 <br />E.R. Lumber and Mch Co – rock wool 1.50 <br />Sherburne Co – weed expense 56.18 <br />Anthony Burgoyne – snow removal 35.00 <br />Star News – printing 10.50 <br />Dale Kramer – janitor 5.00 <br />Oil Co of E.R. – gas and oil 32.77 <br />Zella M Page – library books 42.50 <br />Zella M Page – assistant 7.00 <br /> <br />
