<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />January 3, 1955 <br /> <br />A regular meeting was held at the Municipal Building on Jan 3, 1955. <br /> <br />Members present: <br /> Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A. <br />Briggs, Clerk <br /> <br />The meeting was called to order by Mayor Schwartz. The minutes of the last meeting were read and <br />approved. <br /> <br />Anthony Burgoyne was present and asked to have the west end of Depot Street closed. The Council <br />asked Mr. Burgoyne to have a petition prepared and submit it to the council. <br /> <br />Motion by Bailey and second by Dow that Elk River join the State Fire Chief Association. Carried. <br /> <br />A motion was made by Meyer and seconded by Bailey to establish pay days for village employees on <br />the first and fifteenth of each month. Carried. <br /> <br />Village engineer, Richard Halter was present and reported on the business of the Light and Power <br />Commission. He stated that Elk River has the third lowest electric rate in the State. <br /> <br />A motion was made by Briggs that Wm Patenaude Jr be reappointed on the Light and Power <br />Commission. Motion was seconded by Dow and carried. <br /> <br />The following standing committees were appointed by Mayor Schwartz: <br />Sewer – Schwartz, Bailey, Meyer <br />Parks and Playgrounds – Briggs, Meyer <br />Liquor – Schwartz, Dow, Meyer <br />Relief – Briggs, Bailey <br />Road and Bridge – Dow, Briggs, Schwartz <br /> <br />Other appointments made were: <br />Village Attorney – John McGibbon <br />Board of Health: Dr. W.C. Woyda – Chairman, Dr. A.B. Roehlke, Dr. Gordon H. Tesch <br /> <br />A motion was made by Meyer and seconded by Dow to make the fee for Building Permits $1.00 <br />beginning Jan 1, 1955. Carried. <br /> <br />The following bills were approved and ordered paid: <br />Robert McMillan – labor 24.00 <br />J.G. Ostby – election board 11.00 <br />Robert McMillan – labor 24.00 <br />August Leider – labor 181.10 <br />Mrs. Wm Health – welfare 75.00 <br />H.J. Pfeiffer – election board 11.00 <br /> <br />
