<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />January 4, 1954 <br /> <br />A regular meeting was held at the Municipal Building on Jan 4, 1954. <br /> <br />Members present: <br /> Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A. <br />Briggs, Clerk <br /> <br />The meeting was called to order by retiring Mayor E.A. Parent after which Mayor elect Edward C. <br />Schwartz took over the office of Mayor. The minutes of the last meetings were read and approved. <br /> <br />The clerk reported the results of the December election. Officers elected: Edward C Schwartz – <br />Mayor; Dan Bailey – Trustee; H.J. Pfeiffer – Justice of the Peace. <br /> <br />A representative of the National Cash Register Co demonstrated a cash register being considered for <br />the Municipal Liquor Store. <br /> <br />Lester Derr reported on drainage project in west end of town. It was decided to have surveying <br />done so as to have information for the purpose of asking for bids. <br /> <br />A motion was made by Bailey and seconded by Dow to have a blade made for the snow plow for <br />use at the village dump. Motion carried. <br /> <br />A motion was made by Bailey and seconded by Meyer to install a stop sign at Fourth and State <br />Streets. Carried. <br /> <br />There was some discussion in regard to use of car by Deputy Marshall George Moos. A motion was <br />made by Meyers and seconded by Dow to allow Moos 7 ½ cents a mile for use of his car. Carried. <br /> <br />Richard Halter, Supt. Of the Power and Light Commission was prepared to pay off $70,000.00 in <br />Power and Light revenue certificates thereby saving on interest and asked approval of the village <br />council. <br /> <br />A motion was made by Meyer and seconded by Dow to approve the payment of these certificates. <br />Carried. <br /> <br />Upon motion by Bailey and second by Meyer the following bonds were approved. <br /> <br />T.H. Daly, Treas; Clara Hipoag, Deputy Treas.; H.J. Pfeiffer, Justice of the Peace. <br /> <br />A motion was made by Bailey and seconded by Briggs to reappoint Cleland Meyers as a member of <br />the Power and Light Commission. Carried. <br /> <br />A motion was made by Briggs and seconded by Bailey to appoint John E. McGibbon as village <br />attorney. Motion carried. <br /> <br /> <br />
