Fobbe, District 5 Thank you for the opportunity to provide comments concerning the establishment of tax increment financing (TIF) district #26. Sherburne County adopted an economic development strategic plan in 2018. That plan identifies the county's intent to support the economic development efforts of our cities and other partners that help enhance the quality of life for all residents, create and sustain living wage jobs, expand the county's property tax base, and allow the county to be a partner with other public agencies and private sector stakeholders. Pursuant to Minnesota Statute 479.175, subdivision 2, and consistent with the county's economic development strategic plan, Sherburne County submits the following comments: The County Board supports the city's effort to encourage and facilitate the development of the 20,000 sfwarehousing facility. The development, when complete, is projected to add approximately $1,350,000 in taxable value. 2. The TIF district proposal has been reviewed by our Taxation Division staff and no administrative issues were identified. 3. The TIF district proposal has been reviewed by our Public Works Department and one administrative issue was identified. In order to ensure that there is no negative impact to the downstream drainage system as a result of the proposed improvements and increased impervious surface, a drainage report should be prepared that meets the standards and requirements for the City of Elk River.
