<br />Elk River Municipal Utilities, Elk River, MN August 31, 2020 <br />ERMU18001 3 <br />The conditional use to allow a government facility will not affect the properties located in the immediate <br />vicinity or the nearby neighborhood. The ERMU facility has been located on the site for many years and the <br />use is only being updated and expanded to serve the community. <br /> <br />2. Will be consistent with the comprehensive plan. <br /> <br />The proposed use is consistent with the comprehensive plan which encourages investment and <br />improvement in businesses to aid in job growth. ERMU is a government facility that provides a necessary <br />service to the residents of Elk River and is consistent with the comprehensive plan which encourages <br />existing public facilities to expand as needed to serve the community. <br /> <br />3. Will not impede the normal and orderly development and improvement of surrounding vacant property. <br /> <br />The expanded development of the ERMU site will not impede adjacent properties from developing or <br />improving their properties. <br /> <br />4. Will be served adequately by and will not adversely affect essential public facilities and services including <br />streets, police and fire protection, drainage, refuse disposal, water and sewer systems, parks and schools; <br />and will not, in particular, create traffic congestion or interference with traffic on adjacent and neighboring <br />public thoroughfares. <br /> <br />The improvements to the ERMU facility will not adversely impact the public facilities and service including <br />streets, police, fire, utilities, parks, schools or traffic. <br /> <br />5. Will not involve uses, activities, processes, materials, equipment and conditions of operation that will be <br />detrimental to any persons or property because of excessive traffic, noise, smoke, fumes, glare, odors, dust <br />or vibrations. <br /> <br />The proposed government facility use will not cause excessive traffic, noise, smoke, fumes, glare, odors, <br />dust or vibrations that would impact other properties. <br /> <br />6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of major importance. <br /> <br />The proposed improvements to the ERMU site include keeping the existing power plant and maintaining the <br />area adjacent to Elk River. <br /> <br />7. Will fully comply with all other requirements of this Code, including any applicable requirements and <br />standards for the issuance of a license or permit to establish and operate the proposed use in the city. <br /> <br />The use will comply with all the requirements of the city code with the exception of the variances associated <br />with this application as identified below. <br />
