Orono Lake Improvement District (OLID) Proposed Budget 2021 <br />Project/Activity <br />Description: OLID Annual Services and Activities Fee <br />Budget <br />Continue treatment where needed of this invasive species according to <br />LOWQC recommendations until CLIP seed banks are eliminated. For <br />AIS Control <br />2021 the estimated acres to be treated are 15 to 25 acres. Herbicide, <br />1 <br />Curly -leaf <br />mechanical and/or hand removal will all be considered. If Sherburne <br />$7,521 <br />Pondweed <br />AIS Grant funds remain available and are approved, costs could be <br />reduced, the project scope expanded or funds carried over for use the <br />following year. <br />Eurasian Watermilfoil was first detected in Lake Orono on July 21, <br />2020. Following DNR early detection rapid response protocol, the <br />AIS Control <br />EWM infestation was treated on August 5. In addition, inspection and <br />2 <br />Eurasian <br />hand removal will be permitted after the drawdown and winter freeze <br />$2,000 <br />Watermilfoil <br />should further assist. However, EWM is rarely eradicated from a lake <br />once introduced and continued maintenance may be necessary to <br />maintain the plant at low, manageable levels. Also, Sherburne AIS <br />rapid response funds or grant funds from the DNR might be sought. <br />Create fund set -aside to be prepared to survey fish population in <br />comparison to the 2019 DNR fisheries survey and stock as needed. The <br />Fisheries Survey, <br />DNR may be able to assist with both a new survey and some stocking, <br />3 <br />Preservation <br />if not both would need to be contracted services. Work with the DNR <br />$2,000 <br />and/or Stocking <br />to determine fish stocking needs and the most appropriate species to <br />select to stock as deemed appropriate. Also, assist with awareness <br />campaign for needs to reduce fishing limits during this winter. <br />4 <br />Web licensing <br />OLID membership communication, official document repository, <br />$200 <br />and maintenance <br />director nomination forms, absentee election ballots, etc. <br />5 <br />Office supplies <br />Annual meeting notice mailing, location rental or refundable deposit, P.O. <br />$500 <br />Box, meeting -related or other general supplies. <br />6 <br />OLID Board <br />Liability Insurance <br />Secure standard Liability Insurance for the OLID Board of Directors. <br />$853 <br />Build and maintain a cash reserve equal to half of the annual budget <br />Cash Flow needs <br />to assist with cash flow shortages due to inherent timelines associated <br />7 <br />or contingency <br />with the tax settlement and payment schedule. Also, be positioned to <br />$3,000 <br />(e.g. AIS, suitable <br />act on grant opportunities when available and be prepared to fund <br />grants, other) <br />mitigation if additional AIS infections occur through expansion of <br />existing threats or new AIS (e.g. Starry stonewort, Zebra mussels). <br />Total cost of goals 1— 7 <br />$16,074* <br />*OLID property owner annual cost for 2021 of $94.00 per unit. <br />Note: A carryover of funds from year-to-year may be allowed to accommodate cash flow. <br />Orono Lake Improvement District To be voted on: August 27, 2020 <br />
