(WSB) for LORE services. <br /> <br />Background/Discussion <br />Staff began working with a small group of Lake Orono property owners five and half years ago. The goal was to <br />identify future lake management projects and goals. Since then, many meetings have occurred and has now <br />brought the project to this point. <br /> <br />Staff has worked with WSB for design, engineering and contract specifications documents for the LORE project <br />over the past year. This involved stakeholder input, construction surveying, design, cost estimates and permitting. <br />The city has received all required regulatory permits for the project. The contractor will be responsible for <br />additional permits. WSB has also assisted with the administration of the MS 429 assessment process to direct <br />lakeshore property owners in the project area. <br /> <br />Eight bids were received which ranged from $2,117,140 to $3,690,069. The low bid was submitted by New Look <br />Contracting, Inc. The engineers estimate for construction was $3,089,860. The project schedule is as follows: <br /> Open Bids August 18, 2020 <br /> Award Contract September 8, 2020 <br /> Construction October 2020 – April 2021 <br />Construction additions may be recommended for consideration at a future date once the project is underway. <br /> <br />WSB has provided two professional service order additions for the LORE project: <br /> Installation of two staff gages to monitor lake water levels prior to, during and after lake dewatering <br />• Total cost $4,850.00 <br /> LORE Blanding’s turtle management plan to maintain compliance with the Minnesota Department of <br />Natural Resource (MNDNR) Public Water permit <br />• Total cost $52,450.00 (If Blanding’s Turtles are not encountered during dewatering and <br />construction of the project, WSB will actively work with the MNDNR to reduce the scope of <br />work and associated fees necessary to implement the Turtle Avoidance Plan) <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br /> <br />service, and community engagement that encourages and inspires prosperity. <br /> Updated: August 2020 <br /> <br />
