Request for Action <br />To <br />Item Number <br />Mayor and Ci T Council <br />8.1 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />General Business <br />August 17, 2020 <br />Brandon Wisner, Stormwater Coordinator <br />Item Description <br />Reviewed by <br />Select Construction Manager for Elk River <br />Cal Portner, City Administrator <br />Public Safety Building Expansion and Fire <br />Reviewed by <br />Station No. 3 <br />Mark Dickinson, Fire Chief & Director of Emergency <br />Management. <br />Action Requested <br />Direct, by motion, staff to negotiate a contract and fees with Terra Construction for Construction Management <br />Services on the Elk River Public Safety Building Expansion and Fire Station No. 3 <br />Background/Discussion <br />With direction from Council, staff prepared and advertised a request seeking proposals for construction <br />management services. Twelve proposals were submitted and reviewed by the project team. The proposals were <br />reviewed and scored by the project team. From this scoring, staff members interviewed the top four ranked <br />firms. These firms included CPMI, McGough Construction, Kraus -Anderson Construction Company, and Terra <br />Construction. <br />Upon review of the proposals and completion of the interviews, the project team recommends the Council <br />approve moving forward with the highest ranked firm of Terra Construction. We further recommend following <br />the proposed model of hiring Terra Construction as a Construction Manager at Risk as detailed in the proposal. <br />Financial Impact <br />1.55% of total project cost plus pre -construction and construction phase costs (still needs further refined estimate <br />for total cost).
