V. PERMITS/RIGHT-OF-WAY/COORDINATION <br />The need for temporary construction easements will be evaluated during the final design process. <br />A permenant easement will need to be acquired for the lift station site. Approvals and permits are <br />required from various public agencies for the construction of this project. They include: <br />• Minnesota Pollution Control Agency (MPCA) - NPDES Stormwater Permit <br />• Minnesota Pollution Control Agency(MPCA) - Sewer Extension Permit <br />VI. PRELIMINARY COST ESTIMATES <br />The estimated project costs are summarized in the tables below. A detailed Opinion of Probable <br />Cost Estimate is included in Appendix C. The unit prices for the items of work have been <br />estimated based on similar types of projects completed in the past. The costs shown in the table <br />below are estimates that include construction, contingencies, and engineering costs. <br />The Sewer Access Charge (SAC) to connect to the City sanitary sewer system is currently $5,385 <br />per service. This has been included in the total estimated project costs. <br />The Trunk Sewer Fee is an additional fee charged by the City to cover oversized trunk mains <br />throughout the sanitary sewer system. This fee is estimated at $6,000 per buildable acre connected <br />to the system. Since the consultant has no control over the cost of labor, <br />materials, competitive bidding, weather conditions or other factors affecting the cost of <br />construction, all cost estimates are opinions for general information and no warranty or guarantee as <br />to the accuracy of construction cost is made. Financing for the project should be based on actual bid <br />prices with reasonable contingencies. <br />VII. FUNDING AND ASSESSMENTS <br />Funding for the project would come from assessing the benefitting properties within the Windsor <br />31d Addition. Preliminary Assessments were calculated based on the City's current assessment <br />policy.
