The businessman reached out to the County Sheriff for help when the Mayor didn't immediately get back to <br />him. The Sheriff sees this more as an informational issue, not one that would involve government personnel. <br />The Sheriff said: (he has) “some staff working on some best practices and guidelines for these types of <br />situations. Many of which you are unfortunately aware of and have provided valuable feedback and insight <br />from your victimization. When it's complete, I will email out to everyone. I think this is a good starting point <br />for future conversations and strategy.” <br /> <br />The Mayor reached out to the League of Minnesota Cities to get their take on city employees working on <br />computers of private businesses. Following is the response from Dave Unmacht, Executive Director: <br /> <br />“Mayor, <br /> <br />I consulted with four staff members, two attorneys, my CIO and a former (and well respected) law enforcement officer who works in <br />loss control. None of us have heard of a city providing IT support for a business. I have been around many years and this is not <br />anything I have heard of or would support. <br /> <br />Our Research Manager offered this quote: 'I do not know of any cities that provide this service. Not sure it would meet the public <br />purpose expenditure test since it's for a private benefit. The police likely have a role in investigating the crime, at least initially, but <br />fixing the problem seems out of the city's authority. And a potential for liability—if they don't 'fix' the problem and it happens <br />again, will the business want them to be responsible for the loss. Our CIO knows of cyber-security firms that can advise local <br />governments and businesses.
