-----Original Message -----
From: tom halbakken <tovertime@yahoo.com>
Sent: Sunday, April 26, 2020 5:51 PM
To: Carlton, Zachary <zcarlton@E1kRiverMN.gov>
Subject: [EXTERNAL] Planning Commission Agenda. 60 Unit Apartment
From: Thomas & Rebecca Halbakken
11744 194th Ave Nw
Elk River Mn 55330
HI
As a 25 year resident on 194th Ave NW I have experienced all of the discussions on this piece of property.
Originally residential but deemed TOO VAUABLE to stay that way. Then changed to Highway Business zoning a
mall type setting, with courtyard and even a clocktower that never happened.
The last hearing I was at the owner of lot 75-431-0310 asked the property owners about a fence or barrier. If we
look at the minutes of that meeting The owner swore to the commission that that issue would be resolved
PROMPTLY. They would work with those residents to make make them comfortable with the mall area.
At this point there are NO houses, NO highway businesses,NO clocktower, NO fence,Only a desire to slap a High
Density apartment building in a QUIET neighborhood. A quiet, clean business possibly low density housing Please.
My thoughts and Questions
1. Please reconsider the Large number of units
2. Please resolve positively the barrier. Or fence situation with property owners.
3. Please maintain the NO traffic access from this property to Irving Ave. North
Sincerely
Tom and Becky Halbakken
