■ Concerns for increased crime <br />■ Land is for commercial <br />■ Not notified outside 500-feet (State statute 350-feet... council 500-feet) <br />The applicant gave a presentation (attached) outlining the project and addressing resident concerns — <br />specifically traffic, property values, and crime. <br />A nearby commercial business also gave a presentation (attached) outlining their concern with <br />introducing a 3-story residential structure to the area. <br />Since the meeting, a resident contacted staff regarding the closure of the 190"' access point on Hwy 169, <br />indicating this, along with the proposed apartment project, will put undue pressure on the intersection of <br />Jackson and Hwy 169. <br />The Planning Commission generally supported the need for work force housing but agreed the subject <br />parcel was not the appropriate location for the use because the property should remain commercial. <br />The applicant indicated the amount of parking is adequate based off their experiences in other <br />communities while site conditions and costs prevent meeting the city enclosed parking requirement. The <br />proposal is a 120-stall parking lot which deviates from 150 (2.5/unit) and none are enclosed (1 /unit <br />required). The city has not deviated from the covered parking requirements in the recent past. <br />Financial Impact <br />None <br />Statutory Review Period <br />Per State Statute �15.99, the required 60-day review period ended on June 23, 2020.
