City Council approval of the associated Plat, CUP/PUD, and <br />easement vacation. <br />If a recommendation of denial is made, staff recommends the <br />following justifications: <br />1. The city has limited developable commercial/business land and <br />amending the property to residential will further reduce the <br />limited inventory. <br />2. The property is located adjacent to a regional highway and <br />within the Urban Service Boundary and removing it from a <br />Highway Business land use will not accommodate increased <br />demand for retail and service opportunities. <br />Background/Discussion <br />The subject property, located southwest of the intersection of <br />Highway 169 and 197a' Avenue, is currently zoned Planned Unit <br />Development (PUD) and has an underlying Land Use of Highway <br />Business. <br />Figure I <br />CR 33 <br />The applicant is proposing a 60-unit multi -family residential apartment building in the Elk Ridge Center <br />commercial development.
