City Council Minutes <br />May 18, 2020 <br />Councilmember Christianson concurred. <br />Page 10 <br />Mr. Femrite clarified the June 1 meeting would include municipal consent and a joint <br />powers agreement with cost participation details. <br />Councilmember Westgaard stated he is still leaning to the original mill and overlay <br />project due to funding impacts. <br />8.2 Engineering Division Transition <br />Mr. Femrite presented the staff report. <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Christianson to approve contracting with Bolton & Menk, Inc. for <br />engineering services as detailed in the staff report. Motion carried 5-0. <br />8.3 Multipurpose Facility Advisory Commission <br />Mr. Portner presented the staff report. He noted Elk River Flag Football Association <br />has been added to the ordinance. <br />Councilmember Wagner received feedback questioning why a parks and recreation <br />commissioner was not on this commission. She suggested considering them as a <br />liaison member in the future. <br />Moved by Councilmember Westgaard and seconded by Councilmember Ovall <br />to approve the Multipurpose Facility Advisory Commission outline. Motion <br />carried 5-0. <br />Moved by Councilmember Wagner and seconded by Councilmember Ovall to <br />direct staff to prepare an ordinance amendment enabling the commission and <br />removing the Elk River Ice Arena Commission from city ordinance. Motion <br />carried 5-0. <br />8.4 COVID-19 Preparedness Plan — Live Meetings <br />Mr. Portner presented the staff report. <br />Moved by Councilmember Christianson and seconded by Councilmember <br />Westgaard to approve the COVID-19 Preparedness Plan for live meetings. <br />Motion carried 5-0. <br />8.5 Resolution Urging Governor to Remove Stay -at -Home Order <br />Mr. Portner presented the staff report.
