<br />Houseal Lavigne is pleased to submit this proposal to update the Comprehensive Plan for the City of Elk River. Our
<br />Project Team is uniquely qualified to undertake this assignment, bringing local insight, expertise, and understanding
<br />together with regional and national experience gained from working with communities throughout the Midwest and
<br />the country.
<br />Houseal Lavigne is an award -winning community planning, urban design, and economic development consulting firm
<br />with extensive experience in a range of assignments, including comprehensive planning, community engagement,
<br />corridor planning, economic development, parks and open space, market, economic and fiscal analysis, and
<br />implementation. We have worked with more than 300 communities across the country. Through our work, we ensure
<br />each community receives the highest quality plan and pride ourselves on providing innovative and forward -thinking
<br />ideas.
<br />Demonstrating our firm's history of professionalism and innovation, Houseal Lavigne was awarded the National
<br />Planning Excellence Award from the American Planning Association (APA) in 2014, specifically noting our innovation,
<br />implementation success, creative and effective outreach, integration of new technologies, industry leading graphic
<br />communication, and our overall influence on the profession of planning in the United States. In addition, we have
<br />consistently won APA awards in several states for our comprehensive plans, area plans, corridor plans, strategic
<br />plans, outreach, technology applications, and implementation strategies. This includes the Innovation in Planning
<br />Award from the APA Minnesota Chapter for the St. Cloud Comprehensive Plan, which was directed by John Houseal
<br />and Brandon Nolin (the team that will lead the Elk River assignment).
<br />For this assignment, we are joined by HR Green, a full -service engineering and transportation consulting firm,
<br />with expertise in traditional roadway design, traffic studies, water resource engineering, and water/wastewater
<br />infrastructure along with planning and specialized skills in environmental studies (e.g. wetlands, habitat, etc.). Houseal
<br />Lavigne and HR Green have collaborated with several municipalities on similar assignments in the past, accruing a
<br />portfolio of innovative planning work.
<br />We would like to note that our entire scope of work and approach to community outreach is designed to be
<br />responsive to the impact of COVID-19. We are available to undertake the assignment immediately upon selection
<br />and meet all deliverable dates and milestones. Further, we have successfully adapted our community outreach for
<br />current projects throughout the country including meetings with board, commission, and staff to a virtual format.
