As <br />a land locked community experiencing rapid growth, <br />the Comprehensive Plan developed by Houseal <br />Lavigne provides clear direction to help guide future <br />development in an intentional and balanced manner as <br />the City transitions to a fully built -out community. <br />Assets such as the Oak Creek waterway and related <br />greenways are critical to community identity and <br />quality of life and the Plan emphasizes the use <br />of conservation design and other strategies to <br />preserve natural areas while maximizing land values <br />and development potential in targeted districts. <br />Conservation is combined with strategies such as <br />accommodating accessory dwelling units to facilitate <br />infill development and the expansion of established <br />retail nodes and industrial parks. Complemented by <br />recommendations for the enhancement of multimodal <br />transportation, the Plan also promotes the expansion <br />of Oak Creek's Drexel Town Square and strategic <br />establishment of other mixed -use districts. <br />Houseal Lavigne is currently working with the City to <br />update the City's Zoning Code to ensure that plan <br />recommendations are supported by the land use <br />and development regulations needed to realize the <br />community's vision. <br />City of Elk River, Minnesota I Comprehensive Plan Update 51 <br />Prepared by Houseal Lavigne <br />
