Project Approach <br />Houseal Lavigne's scope of work places a significant emphasis on community participation. <br />We recognize the importance of using the planning process to establish community <br />consensus and foster a sense of stewardship for the plan. Our scope of work requires that <br />Elk River residents, business owners, officials, and stakeholders get involved at every step of <br />the planning process and be active participants that help to define issues, establish a vision, <br />formulate ideas, and shape solutions. <br />We believe our proposed scope of work will produce a meaningful and responsive <br />Comprehensive Plan for Elk River that will enhance quality of life for current and future <br />residents while ensuring long-term growth of the community that makes efficient use of <br />City infrastructure, promotes economic prosperity, and preserves the natural environment. <br />Should the City favor our basic approach, we will work closely with the City staff and <br />officials to further refine this process, ensuring that all local needs and requirements are met. <br />Each task of our proposed scope of work is presented in detail on the following pages. <br />City of Elk River, Minnesota I Comprehensive Plan Update <br />Prepared by Houseal Lavigne <br />3 <br />
