City Council Minutes <br />May 4, 2020 <br />Page 8 <br />Mayor Dietz questioned if rainout concerts can be held at the multipurpose facility. <br />Mr. Hecker explained they could but the city has a good relationship with the school <br />and the acoustics are good at the high school and would be the preferred location. <br />Councilmember Ovall indicated there was a lot of information presented this <br />evening and he would prefer it is included in the packet ahead of time to allow <br />Council time to review and potentially shorten up the presentation time at meetings. <br />Councilmember Westgaard agreed with Councilmember Ovall it would be helpful to <br />have information ahead of the meeting to review. He explained the Council <br />discussed this information back in December and he is disappointed the information <br />and figures weren't included in the packet. He recalls saying in December it would be <br />premature to set fees when the role of the new advisory commission hadn't been <br />discussed. <br />Mr. Portner indicated no decisions are being made on this tonight and the fees will <br />come back in the fee schedule. He indicated the Council will review the <br />organizational chart and advisory commission structure this evening and he is <br />requesting feedback tonight to bring back at a future meeting. <br />Councilmember Westgaard stated based on past Arena Commission discussions, <br />both Elk River Youth Hockey and the high school are prepared to pay more than <br />$205/hour. He stated it is his understanding a higher fee like $220/hour would be <br />justified with a new facility. He would prefer the new advisory commission weigh in <br />on the fees. <br />Councilmember Wagner echoed the comments of Councilmembers Ovall and <br />Westgaard indicating she would have liked to see the information presented in the <br />packet ahead of time. She also agreed with having the new advisory commission be <br />part of the fee discussion from the start. She added she would have liked to see total <br />revenue generation and how that will come together for the multipurpose facility. <br />Mr. Benoit indicated staff will bring this back to the May 18 meeting and add it to <br />the fee schedule. <br />Councilmember Westgaard questioned what the Council can do to get this moving <br />as the initial discussion was five months ago. He stated it seems like consensus of the <br />Council was to have the new commission in place to help set up policies, procedures, <br />rules, fees, etc. for the facility and questioned if there is an obstacle to forming the <br />commission since it has been discussed for five months. <br />Mr. Portner explained staff researched market rates to get a baseline for the facility <br />to open. He indicated the new commission can review the rates, policies, etc. and <br />recommend changes, as necessary. He stated staff is working on staffing, utility, and <br />other costs and estimated revenue to see how close they will be but with the current <br />pandemic it may be difficult to predict what usage for this fall will be. <br />FDIEEREI If <br />NATURE <br />
