Sherburne County Multi -Hazard Mitigation Plan, 2020 <br />Figure 25 below maps the dams in Sherburne County by hazard classification. Two of the dams are <br />classified as high hazard dams: the Elk River (Orono) Dam and the St. Cloud Dam. Both dams have their <br />own Emergency Action Plans (EAPs). The St. Cloud is under the jurisdiction of the City of St. Cloud, and <br />is not addressed in this plan. <br />The EAP was reviewed for the Elk River (Orono) Dam, owned by the City of Elk River and operated by <br />Elk River Municipal Utilities. The dam impounds the Elk River, forming Orono Lake, a recreational <br />waterbody. The Main Street Bridge is located immediately downstream of the dam and could <br />potentially be affected by a dam failure, although waters are not expected to overtop the bridge. The <br />2oig EAP states there is one residence that could potentially be affected by the inundation due to dam <br />failure. A visual (non-GIS) review of the inundation map suggests that the inundation area is the same <br />or smallerthan the i% annual chance flood boundary of the Elk and Mississippi Rivers. The Elk River <br />flows into the Mississippi River approximately one mile downstream from the dam. <br />Page18g <br />
