Sherburne County Multi -Hazard Mitigation Plan, 2020 <br />Sherburne County Emergency Management identified that there are existing program gaps and <br />deficiencies that make its citizens more vulnerable to flooding and should be addressed with new <br />mitigation efforts to reduce vulnerability. They include: <br />Increasing Culverts and Raising Roads — Some roads, bridges and culverts within the county continue to <br />need improvements as they are impacted by annual high -rain events. The Sherburne County Public <br />Works Department works to monitor where improvements are needed to mitigate against flood <br />damage. <br />National Flood Insurance Program <br />The NFIP is a federal program created by Congress to mitigate future flood losses nationwide through <br />sound, community -enforced building and zoning ordinances and to provide access to affordable, <br />federally -backed flood insurance protection for property owners. The NFIP is designed to provide an <br />insurance alternative to disaster assistance to meet the escalating costs of repairing damage to <br />buildings and their contents caused by floods. Participation in the NFIP is based on an agreement <br />between local communities and the federal government that states that if a community will adopt and <br />enforce a floodplain management ordinance to reduce future flood risks to new construction in Special <br />Flood Hazard Areas (SFHAs), the federal government will make flood insurance available within the <br />community as a financial protection against flood losses. The <br />combination of these elements creates blinding snow with near zero visibility, deep snowdrifts, and life - <br />threatening wind chill temperatures. Blizzards are the most dramatic and destructive of all winter <br />storms that occur within Sherburne County, and are generally characterized as storms bearing large <br />amounts of snow accompanied by strong winds. They have the ability to completely immobilize travel <br />in large areas and can be life -threatening to humans and animals in their path. According to the <br />National Weather Service (NWS), there is no fixed temperature requirement for blizzard conditions, but <br />the life -threatening nature of lowtemperatures in combination with blowing snow and poor visibility <br />Page164 <br />
