Sherburne County Multi -Hazard Mitigation Plan, 2020 <br />Sherburne County Multi -Hazard Mitigation Plan Update <br />Planning Team Meeting tit <br />December 17, 2019, 10:00 a.m. - 12:00 p.m. <br />Sherburne County Sheriffs Office, Elk Rlver, MN <br />Meetine Sumrna <br />On Tuesday, December 17, 2019 Sherburne County Emergency Management convened representatives <br />from 5herhurne County, cities, townships and other key stakeholders to participate in the 2"aP Planning <br />Team Meeting for the Sherburne County Mulb-Hazard Mitigation Plan (MHMP) Update for 2020-2025,. <br />The meeting was hetd at the Sherburne County Sheriff's Office in 'Elk River, MN from 10:00 a,m. -12= <br />p.m. and a total of 32 people attended the meeting,. The meeting was facilitated by members of the U- <br />Spatial at the University of Minnesota Duluth (U-Spatial(WUMD) team that is leading the update of the <br />Sherburne County MHMP. <br />The opening Power Point presentation covered a re -cap of key points about the plan update, a review of <br />the Risk Assessment & Vulnerability Analysis, an overview of FEMA Hazard Mitigation Assistance (HMA) <br />grant funding; an overview of how mitigation actions are developed and an overview of the Mitigation <br />Action Charts (MACS). Following the presentation, participants were provided with an opportunity to <br />review and discuss the County and lurisdicbonal mitigation action charts (MACS). Prior W this meeting, <br />County staff and personnel From each city reviewed and approved of their draft MACS. This discussion <br />period offered a fac.ilitated opportunity for participants to consider any changes or new additions to the, <br />MACS prior to completion of the drab plan for public review. <br />Throughout the presentation participants were invited to ask questions or provide other fe,Pdback about <br />the plan update. Following is an overview of any key questions or discussion: <br />In the opening presentation it was covered that after FEMA provides a Fetter providing "Approval <br />PendingAdoptron"for the plan to Slrertxune Couroty, thor the County and ciryjurrsdictions <br />participating in the plan need to pass resolutions adapting the plan It was noted that township <br />governments are covered by the County resolution, but can also adopt the plan by resolution for <br />the township if they wish A township officioi in atterndance asked what mould be the benefit of <br />a township decideng to pass a resolution adapting the plan It was explained char d coidd benefit <br />the township's own local emergencymonagement efforts by demonstrating commitment to <br />participating on the plan and providing support far future funding requests for related mrtrgaUon <br />actions to the Tosvnshep Board or other outside grant fenders. <br />• rn the discussion of Mitigation Action Charts, one person commented that i f commuMw% are <br />planning on obtaining gerierarars for emergency backup power, they also need to plan far the <br />having ovuifable fuel on -bond to rein therm_ This was rioted as something lira! governments <br />would hove to be prepared for rf using generators. (Nothing needs to be Added to MNMP <br />content) <br />• In the discussion of Extreme Winter /Summer Storms and vulnerabilities, one person asked if we <br />are working with Xcel Energy on planning for power outages It was explarned that the larger <br />far-pro/rr energycomporires (r.e Minnwsoto Power, Xrel Energy) have not beer? excluded from <br />the pionning process but ordy local rurol and municipal utilities are eligible to opply far FENIA <br />Page I E - 33 <br />
