Information was used to develop local mitigation actions which they <br />would seek to implement upon plan adoption (see Section 5.3.2 and Appendix G Mitigation Actions by <br />Jurisdiction). <br />2.2 Review of Existing Plans, Capabilities & Vulnerabilities <br />Sherburne County and its local communities utilized a variety of planning documents to direct <br />community development. These documents include a Comprehensive/Master Plan, Emergency <br />Operations Plan, Continuity of Operations Plan, Stormwater Management Plan, Transportation Plan, <br />etc. (see Appendix J for a full listing of plans and programs in place in Sherburne County). The planning <br />process also incorporated the existing natural hazard mitigation elements from previous planning <br />efforts. In addition, the 2019 Minnesota All -Hazard Mitigation Plan was consulted. <br />In the development of the Sherburne County Multi -Hazard Mitigation Plan, U-SpatialQa UMD <br />consultants reviewed and incorporated a variety of planning documents that direct community <br />development and influence land use decisions for the county and itsjurisdictions. In addition, U- <br />SpatialQa UMD consultants worked closely with the Sherburne County Emergency Management <br />Director, other key county staff, and local city officials to collect specific feedback on local mitigation <br />capabilities and vulnerabilities that either support or hinder the ability to mitigate against natural <br />hazards at the county and local level. Following is a summary of the assessment tools used to gather <br />information on local capabilities and vulnerabilities during the planning process: <br />Capabilities Assessment (hazard specific) — In this assessment, detailed information was collected on <br />current Plans and Programs in Place and Program Gaps or Deficiencies that currently exist to mitigate <br />destruction caused by each natural hazard addressed in the plan. This information was used to inform <br />where there were current mechanisms in place to incorporate or implement mitigation measures (i.e., <br />existing programs, plans or policies) and where there were areas that needed to be addressed.
