The HRA will have three years from the approval of the resolution to certify the TIF district.Activity <br /> must occur before or within five years after certification of the district. <br /> Over the winter,the Elk River Police Department and Elk River Fire Department conducted training in <br /> the vacant buildings owned by the HRA. The HRA can now engage a demolition contractor to take down <br /> the vacant buildings. <br /> Staff received estimates from three companies for the cost to demo five of the seven properties. Otting <br /> House Movers,LLC is seeking to purchase and remove the remaining two properties following the blight <br /> analysis report from LHB,Inc. <br /> Staff is looking for approval to engage in a demolition contractor to take down the five vacant properties. <br /> Financial Impact <br /> The total estimated budget for the project is $1,200,000 which includes acquisition,insurance, <br /> maintenance, appraisal, and demolition costs. The HRA will utilize reserve funds for the purchase and <br /> demolition of the properties. <br /> Proposals were received from Steinbrecher Companies, Inc in the amount of$108,015;Veit Companies <br /> in the amount of$73,900; and Turf Enterprise Incorporated in the amount of$100,430 to demo five <br /> properties. Neither pricing reflects excavation of road to cap sanitary sewer lines, or the removal of <br /> hazardous materials.
