invasive plants are reduced, the health of aquatic wildlife is improved, and crews will also be able to add fish
habitats before refilling the lake.
Currently, city staff are working with the DNR and other regulatory agencies to ensure the proper permits are
in place and the LORE meets all state and local regulations. In October of 2019, the city contracted with WSB
& Associates to manage the design, contracts, and the special assessment process. Before dredging can begin, a
temporary drawdown of the lake is necessary which requires a permit from the DNR. Per DNR requirements,
the city proposes to complete the drawdown process by mid -September of 2020 and return the lake to normal
levels after the dredging is complete in the spring of 2021.
The plans propose to dredge and complete habitat enhancements across approximately 55 acres of Lake
Orono. The proposed plans are based off many comments from varying stakeholders and have been balanced
against regulatory requirements with an over encompassing objective of completing the project within the
above listed budget.
Financial Impact
• $1.5 million state grant funding secured
• $1 million approved via Active Elk River Local Option Sales Tax
• $100,000 budgeted via the City of Elk River
0 $650,000 via special assessment
Attachments
LORE Feasibility Project Report
LORE Project Manual (plans start on page 429)
LORE Resolution
