We appreciate the opportunity to have dialogue with you and the City Council. I ( Jason Bailey ) am an Elk <br />River resident within the Windsor Park III development. We are a development of 88 homes. Our development has a <br />communal septic system where each home has their own solids tank and the shared portion is a few collection tanks, a <br />sand filter, Pumps, valves, a control building, and then finally 4 drain fields. Our system is very similar to our adjacent <br />neighboring communities. Our neighborhood starting developing in 2002 and filled to near capacity 3-4 years <br />thereafter. I don't think that anyone in these neighborhoods realized at the time of purchase that a large scale rehab of <br />these systems and leading up to full scale replacement would need to happen inside of 20 years of full scale <br />operation. We like (all? ) or many of the HOA's have experienced citations of sorts / corrective actions from the MPCA <br />due to systems that are losing their functionality and as a result are unable to meet thresholds set by the MPCA. At <br />some point in the very near future each of the communities will need to spend big. Whether they have the reserves to <br />do so is iffy. We do not. On a side note, programs that are available to public entities to help finance these needs are <br />not available for the privately owned infrastructure inside of these communities. We need to act soon in Windsor <br />III. We at Windsor III funded the Bolton and Mink feasibility survey in the past 6 months in order to have consideration <br />for a City Hook-up with the new Great Norther Trail line. What took us by surprise in the report was that the burden <br />was to be 100% shouldered by the Windsor III community. This line is coming from the Dump North of us and goes <br />within 2.5 miles of us. After viewing the feasibility study, I went on a quest to further my personal knowledge. This led <br />me to Brainerd for a meeting with the MPCA where I became aware of the lack of transparency that exists with <br />permitted waste disposal such as ours with our City. With this being said, I wanted to bridge that gap of knowledge if <br />needed and provide a few requests as stated below. <br />Option #1. A planned hook up for City Sewer that could be a joint venture of assed expense for the local <br />Neighborhoods. I would suggest a meeting with the neighborhoods to discuss the following: <br />o Timing may be on our side as the None of the neighborhoods have done a full scale rehab at this time. <br />o Timing would not have to be immediate if the City would allow for a 10 year plan to fill out the new <br />infrastructure. <br />o A planned event or option would allow for economical spending for the HOA's versus an HOA upgrade <br />that is followed up by an untimely City Assessment shortly thereafter. <br />Option #2. A method for individual City assessments for all members within a neighborhood for a rebuild of <br />private infrastructure. <br />o Option 2 has never been within grasp at Windsor III for trying to privately cultivate the funds on our own <br />to continue with a private system. Current economic conditions only solidify this. <br />o There was to be a workshop of similar nature at City Hall that had to be called off for a similar subject 6 <br />weeks or so ago. <br />• Open discussion. <br />Thank You, <br />Jason P.
