<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />December 5, 1960 <br /> <br />A regular meeting was held at Village Hall on December 5, 1960. <br /> <br />Members present: <br /> Henry Johnson, Mayor; R.G. Kemper, G.A. Bergerson, August Meyer, Trustees; <br />H.A. Briggs, Clerk <br /> <br />The meeting was called to order by Mayor Johnson. <br /> <br />The minutes of the last meeting were read and approved. <br /> <br />Herman Hohlen and Hilmer Bartelt met with Council in regard to the use of the upper part of the <br />liquor store building for the American Legion. The Council were favorable to this and further action <br />will be taken later. The clerk was asked to get an opinion from the village attorney regard details. <br /> <br />Leon Thomas was present and asked about black topping on Xenia and York Avenues. The Council <br />will not be able to do anything before spring. <br /> <br />Mr. Rydell who has charge of the dump was present. He feels that some arrangement should be <br />made to prevent illegal dumping by persons outside the village. <br /> <br />A motion was made by Bergerson and seconded by Meyer to charge everybody, including village <br />residents, 25 cents per car or more in proportion to the load. Motion carried all voting in favor. <br /> <br />Paul Carton showed tentative plans for lots he plans to develop on his property across from the new <br />school site. <br /> <br />A motion was made by Briggs and seconded by Kemper to transfer funds from the sewer funds to <br />the general fund to adjust amounts paid from the general for sewer disposal and sewer extensions. <br />Carried. <br /> <br />Kendal Houlton and Stanley Wheaton were present in regard to insurance on Liquor Store. They <br />also asked what had been done about an insurance agent of record. A special meeting was called for <br />Thurs evening, Dec 8 at 7:30 P.M. to take up this matter. <br /> <br />Monthly police reports of Oliver Micheau and George Moos were examined by the Council. <br /> <br />The following bills were approved: <br /> <br />Toms Radio Shop – repairs 14.50 <br />Mobile Radio – repairs 9.35 <br />Mobile Radio – repairs 28.90 <br />Van Duyne – sand and gravel material 263.70 <br />Fire Department – fires 57.00 <br />Coast to Coast Store – mdse 3.17 <br /> <br />
