VILLAGE OF ELK RIVER COUNCIL MEETING July 11, 1960 A regular meeting was held at Village Hall on July 11, 1960. Members present: Henry Johnson, Mayor; R.G. Kemper, G.R. Bergerson, August Meyer, Trustees; H.A. Briggs, Clerk The minutes of the last meetings were read and approved. Supt. Kenneth Parker and John Bailey were present. There was some discussion in regard to the school site. The clerk read the resolution adopted on June 6, 1960 which states that all costs for construction of new streets shall be assessed to abutting property owners. This would have an effect on building a road from Jacobson Street to the new proposed school site. Part of lost of going under the track with sewer and water to serve the school could be assessed partly to property owners and the balance carried by the village. The Council individually and unofficially agreed to having sewer and water put under the track if it becomes necessary. Lars Larson and Russell Oliver were present. They would like to have their streets surfaced and claimed that the Council some time ago promised to black top the streets as soon as the sewer and water were put in. The Clerk looked up the minutes for May 2, 1955 and July 1, 1957 but could not find anything to substantiate this claim. An application was received from Elroy Cornelius for an on and off beer license for his restaurant at 641 Highway 10. A motion was made by Meyer to grant this license. Motion was seconded by Kemper and passed all voting in favor. Dan Bailey was present. He will offer rules for assessments to be approved by the Council at a later meeting. There have been numerous complaints regarding the Main Street Tap beer tavern. The Clerk was asked to write Leroy Toth about this.
