City Council Minutes Page 8
April 20, 2020
-----------------------------
Eventually, the planting areas on Hwy 169 will be altered due to the Hwy 169
Redefine project.

Councilmember Ovall would like to see more uniformity and consistency among the
prairie grass medians and desires future options include some attractive grasses while
considering tolerance to road salt.

9.5 Concept Review: Senior Housing Development, Wapiti Campground

Mr. Carlton presented the staff report.

Mayor Dietz said that a Senior Living building seemed out of place in that location.

Councilmember Wagner asked if there was a need for additional Senior Living (55+)
housing.

Mr. Carlton stated the owners had conducted a site study market analysis that had
shown a desire for this use in the city.

Councilmember Ovall agreed that it didn’t seem to fit that location. High density
housing typically was built with walking paths and closer to retail and amenities. This
location seems more conducive to single family housing.

The Council agreed that the landowner should move toward something that is
similar to what is allowed in this zoning district.

10. Adjournment

There being no further business, Mayor Dietz adjourned the meeting of the Elk
River City Council at 9:34 p.m.

Minutes prepared by Katie Porath.

___________________
John J. Dietz, Mayor

___________________
Tina Allard, City Clerk
