Will be consistent with the Comprehensive Plan. <br /> The subject parcel has a land use designation of Development Reserve and Mining. <br /> The use is consistent with the Comprehensive Plan and staff does not see a need to impose <br /> specific conditions to satisfy this standard. <br /> 3. mill not impede the normal and orderly development and improvement of surrounding vacant property. <br /> Mining uses are a temporary use and serve as a transitional use to future development in the area. <br /> Expanding the mining area to be consistent with adjacent parcels will facilitate a common <br /> development plan when mining operations cease. <br /> Staff does not see a need to impose specific conditions to satisfy this standard. <br /> 4. mill be served adequately by and will not adversely affect essential public facilities and services including streets, <br /> police and fire protection, drainage, refuse disposal, mater and server systems,parks and schoolr;and will not, in <br /> particular, create traffic congestion or interference nvith traffic on adjacent and neighboring public thoroughfares. <br /> Mining uses require significant truck traffic and the tracking of gravel/mud onto adjacent <br /> roadways. Staff had numerous complaints regarding the gravel on the roadway in front of this <br /> operation and met with the operator last year to address those concerns. Knife River expanded the <br /> paved area near their entrance to reduce tracking onto the roadways and increased the frequency <br /> of the street sweeping along 225`h Ave. However,long-term maintenance may be an issue. <br /> To address those concerns staff included two conditions: installation of a cattle grid device to <br /> knock gravel off tires,and approval of a maintenance agreement. <br /> 5. mill not involve uses, activities,processes, materials, equipment, and conditions of operation that will be detrimental <br /> to any persons or property because of excessive traffic, noise, smoke,fumes,glare, odors, dust, or vibrations. <br /> A gravel mining operation includes activities that will impact surrounding properties, but these <br /> have been reviewed as part of the 1994 EIS,the Comprehensive Plan, and previous mining <br /> permits. This is a relatively small expansion of an existing operation. <br /> Staff does not see a need to impose specific conditions to satisfy this standard. <br /> 6. mill not result in the destruction, loss, or damage of a natural, scenic, or historic feature of major importance. <br /> There are no natural, scenic, or historic feature of major importance on the property. <br />
