VILLAGE OF ELK RIVER COUNCIL MEETING December 7, 1959 A regular meeting was held at the Village Hall on Dec 7, 1959. Members present: Henry Johnson, Mayor; G.R Bergerson, August Meyer, R.G. Kemper, Trustees; H.A. Briggs, Clerk Leroy Toth made application for on and off beer license. Motion by Bergerson and seconded by Meyer to grant on and off beer license to LeRoy Toth. Motion carried. Mr. Ridel of Anoka was present. He had a proposal about the collection of garbage in the village. Nothing was done about it at this meeting. Attorney MacGibbon and Mr. Carter and Mr. Mills were present. There was a discussion in regard to issuing bonds for the sewer plant and sewer extensions. A motion was made by Kemper and seconded by Briggs to issue bonds fro the sewage disposal plant. Motion carried. A motion was made by Meyer and seconded by Bergerson to issue bonds for the sewer extension. Carried. Motion by Kemper and second by Meyer to raise sewer rental charge beginning Jan. 1, 1960. Carried. Motion by Bergerson and seconded by Kemper to charge $50.00 for each sewer connection on the sewer extensions. Balance to be charged on front footage. On a corner lot where sewer is on both sides charge to be based on 10% of the shortest length of lot. Where sewer goes only part way charge footage on that part of the lot or a 75 foot lot whichever is shorter. Carried. A motion was made by Meyer and seconded by Briggs to call a hearing regarding sewer extensions for those patrons now on the storm sewer, north of the track. Carried. The following were appointed on the Library Board: Mrs. John MacGibbon Mrs. Harriet Tesch Mrs. Curtis Briggs The following bills were approved and ordered paid: First Natl Bank – insurance 719.57 Miller-Davis Co – blanks 4.86 Central Elk Motors – repairs 42.75 Dan Bailey – recording 8.50 Godwin Jos Lab – testing 5.00 Elk River Clinic – service 5.00
