<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />October 5, 1936 <br /> <br />The regular meeting of the Village Council was held at the Municipal Bldg Monday Oct 5, 1936 at <br />8:00 o’clock P.M. <br /> <br />Members present: <br />J.D. Flaherty, Pres.; G.A. Bailey, Geo Cornelius, Wm Patenaude, Trustees; <br />Wm H Greupner, Clerk. <br /> <br />The minutes of last meeting were read and approved. <br /> <br />Donald Dare came before the Council stating his water meter had been read several thousand more <br />gallons than he really used and wished to have the matter taken care of. The Clerk was instructed to <br />read Mr. Dares meter and adjust the error. Mr. Ayers was questioned about this reading but he said <br />he did not know anything about this mistake and he did not care to read the meter anymore. <br /> <br />Chas Nelson spoke to the Council about buying a ladder for the inside of the Village Water Tank. A <br />motion was made by G.A. Bailey seconded by Geo Cornelius authorizing Chas Nelson to have a <br />ladder made by Dan Hjerpe. Mr. Nelson to decide what type of ladder would be most suitable. <br /> <br />L.G. Nelson representing the Safety Council presented a proposed bicycle ordinance which he <br />would like to have the Council pass. A motion was made by Geo Cornelius seconded by Wm <br />Greupner to table the matter and find out the opinion of the people of the Village if they wish to <br />have such an ordinance passed. <br /> <br />The Library board requested $50.00 for books. A motion was made by Geo Cornelius seconded by <br />G.A. Bailey to allow the Library Board $50.00 for books. Motion carried. <br /> <br />Wm Greupner, Clerk, stated that E.L. Shadick a property owner on Park Street was putting in <br />sidewalk and curb and wished to have an established grade on the streets. It was decided that all the <br />Council Members meet with Fred Nickerson, surveyor, the next morning at 7:30 and decide on a <br />grade. <br /> <br />G.A. Bailey stated that R.R. Latta, Justice of Peace, had a position out of town and the justice cases <br />were being taken to Big Lake and he thought the Council should appoint a temporary justice of <br />peace. A motion was made by G.A. Bailey, seconded by Geo Cornelius to appoint Frank White a <br />temporary justice of peace up to Jan 1, 1939. Motion carried. <br /> <br />A motion was made by Geo Cornelius seconded by G.A. Bailey to appoint the following people as <br />rd <br />judges and clerks of the General Election Nov 3. <br /> <br />Day crew- judges Frank Nogle, Wm Blocker, G.A. Pepin. Clerks – Wm Greupner, Edna Barrell. <br />Night Crew – Judges Grace Rupprecht, Art Malkson, J.C. Anderson. Clerks – Mrs. Foley, Irene <br />Kaliher. If any one of these people cannot serve the clerk was authorized to get anyone he thought <br />suitable for the vacancy. <br />The following budget was adopted for 1937 <br /> <br />
