Approve, by motion, the Preliminary Plat of Trout Ridge Run with the condition a review for the need <br />for a larger drainage and utility easement to accommodate maintenance traffic for stormwater pipesis <br />completed. <br />Adopt, by motion, a resolution approving the final plat of Trout Ridge Run with the following conditions: <br />1. A Development Agreement must be signed by the city and developer prior to releasing the final plat <br />for recording. <br />2. Park Dedication shall be paid in the amount required by the city when the final plat is released for <br />recording (currently $1,425.93/lot). <br />3. Water Availability Charge shall be paid in the amount required by the city when the final plat is <br />released for recording (currently $368/plumbing unit). <br />4. A Letter of Credit shall be provided to the city in the amount of 100% of the costs of the public <br />improvements. <br />Upon completion of all improvements and acceptance by the city, a security or warranty in a form <br />acceptable to the Public Works Director must be secured. <br />Development Plan shall be approved by the public works director prior to issuance of building <br />permits. <br />Staff approval of all plans prior to releasing the plat for recording. <br />All mail boxes shall be clustered in one location. <br />Any item or condition found that indicates the site is likely to yield information important to pre- <br />history or history shall be reported to the city immediately. Further, the city reserves the right to stop <br />work authorized in its approval until the site is appropriately investigated and work is authorized. <br />Background/Discussion <br />Case Nos. ZC 20-01, CU 20-05, P 20-01 <br />The applicant, Northstar Land Company, proposes to subdivide one oudot into six single-family home sites. <br />The property is currently zoned Single -Family (R-1c) where the minimum lot size is 80-ft wide. The proposal <br />reduces the lot widths to 68 feet, which is generally consistent with the adjacent Twin Lakes Estates <br />subdivision. Proposed homes are one -level slab -on -grade homes with three bedrooms and a three -stall <br />garage. <br />Planning Commission <br />The Commission reviewed the applications and held a public hearing on March 10, 2020. One person spoke <br />on behalf of a neighboring resident and expressed concerns with a stormwater pond in the back yard and <br />fencing to limit access. The pond is not designed to hold water, rather release water slowly into the existing <br />stormwater system and should only hold water for a short time during the heaviest rain fall events. <br />To address concerns from the resident, the Commission added a condition requiring additional vegetative <br />screening along the south lot line and a portion of the west side of the development (lots 4-6) to act as a <br />visual and physical barrier. No one else spoke during the meeting and no other comments have been <br />received. The Commission unanimously recommended approval of the Zone Change, Conditional Use <br />Permit, and Preliminary Plat. <br />Financial Impact <br />None <br />
