<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />September 15, 1941 <br /> <br />A regular meeting was held at the Municipal Bldg on September 15, 1941 at 8:00 P.M. <br /> <br />Members present: <br /> M.C. Tesch, Pres; Frank Nickerson, E.L. Shadick, and G.A. Bailey, Trustees; J. <br />Clinton Walker, Clerk <br /> <br />Mr. J.W. Clark stated that the Elk River above the power dam was washing away the bank along <br />Pond Street and asked if thru cooperation between the power company and the Village that this <br />could be taken care of in a permanent manner. <br /> <br />Mr. Moody and Mr. Smith were present to advices the council upon matters pertaining to the sewer. <br /> <br />The school board was represented by R.K. Wilson, Mr. Jenkins, and Mr. Handke. The matter of the <br />sewer assessment to be paid by the school were discussed. Mr. Handke stated that the school board <br />could not legally pay the sewer assessment until the sewer was actually laid in front of the school <br />property. The council agreed to this. <br /> <br />S.R. Houlton, L.K. Houlton and J.W. Clark protested the payment of Sewer assessments on their <br />back lots stating that these lots were not suitable for building purposes. <br /> <br />The Council discussed with Mr. Moody and Mr. Smith the advisability of using a trenching machine <br />to supplement the W.P.A. labor. It was agreed that there was not enough W.P.A. laborers available <br />to finish the Sewer in a reasonable length of time and that the only thing to do would be to use a <br />trenching machine. <br /> <br />Mr. E.G. Grieman of Garner Iowa came into the meeting at this time. Mr. Grieman is the owner of <br />a trenching machine and he stated that he would dig the sewer with a trenching machine for 25 cents <br />a running foot. Mr. Moody then said that bids would have to be taken before the Village could hire <br />anyone to do this. <br /> <br />A motion was made by E.L. Shadick and seconded by Frank Nickerson and unanimously carried to <br />advertise for bids for a trenching machine and operator. <br /> <br />Oscar Malmstrom applied for a permit to build a garage on his lot the N 60’ of lot 1 blk 3 W.H. <br />Houlton Addition. A motion was made by G.A. Bailey and seconded by Frank Nickerson granting <br />this permit. <br /> <br />A.G. Madson applied for a permit to remodel his home on Lot 5 Block 6. A motion was made by <br />G.A. Bailey and seconded by Frank Nickerson granting this permit. <br /> <br />A motion was made by E.L. Shadick and seconded by G.A. Bailey allowing the following bills. <br /> <br />J.E. Hamlett – labor 38.25 <br />W.L. Pepen – labor 28.80 <br /> <br />
