II The proceeds of the sale of the Bonds, plus any <br />allotments from the Municipal State-Aid Street Fund with respect <br />to the Projects collected prior to the completion of the Projects <br />and payment of the cost thereof {other than allotments pledged <br />and appropriated to the Common Debt Service Account of the City <br />authorized in Section 4.01 hereof, which allotments shall be <br />deposited to said account}, less {i} any accrued interest, and <br />{ii} proceeds, if any, in excess of $1,084,050, shall be credited <br />to the Series 1992B State-Aid Road Bonds Construction Account. <br />From such account shall be paid all costs and expenses related to <br />the construction of the Projects, including costs of issuance of <br />the Bonds in the estimated amount of $21,600. The moneys in such <br />account may also be used to the extent necessary to pay interest <br />or principal due on the Bonds prior to the receipt of state-aid <br />allotments for the purpose of paying the costs of the Projects <br />and the principal and interest due upon the Bonds, and to the <br />extent necessary to reimburse the City for expenditures. made by <br />the City in connection with the Projects prior to the issuance of <br />the Bonds. Moneys received from the sale of the Bonds shall be <br />spent only on state-aid roadway projects approved by the <br />Minnesota Transportation Commissioner and on items determined to <br />be eligible for state-aid reimbursement, in accordance with <br />provisions of law and the rules and regulations of the Minnesota <br />Transportation Commissioner relating to the establishment, <br />location, relocation, construction, reconstruction, and <br />improvement of municipal state-aid streets within municipalities <br />issuing obligations such as the Bonds. The~moneys in such <br />account shall be used for no other purpose, except as otherwise <br />permitted by law, prior to the completion and payment of all <br />costs of the Projects. If upon completion of the Projects there <br />shall remain any unexpended balance in such account, the balance <br />shall be transferred by the Council to be spent, or transferred <br />to an account for expenditure, on projects approved by the <br />Minnesota Transportation Commissioner or items eligible for <br />state-aid reimbursement. When the total cost of the Projects has <br />been paid and any unexpended balance has been spent on or <br />transferred to other accounts of the City, the Series 1992B <br />State-Aid Road Bonds Construction Account shall be discontinued <br />and any money remaining in such account (not transferred by the <br />Council to the account of any other approved Project or item) <br />shall be transferred to the separate account entitled the IISeries <br />1992B State-Aid Road Bond Debt Service Accountll in the Common <br />Debt Service Account of the City authorized in Section 4.01 <br />hereof. <br /> <br /> <br />3.02. Other Proceeds. Proceeds attributable to accrued <br />interest and proceeds, if any, in excess of $1,084,050 shall be <br />deposited in the debt service account created in Section 4.01 <br />hereof. <br /> <br />Section 4.
