DOE – Department of Energy – A cabinet-level department of the United States <br />Government with responsibilities that include the nation's nuclear <br />weapons program, nuclear reactor production for the United States Navy, energy <br />conservation, energy-related research, radioactive waste disposal, and <br />domestic energy production. <br /> <br />25. DSM – Demand Side Management –The planning, implementing, and monitoring of <br />activities that educate and encourage consumers to modify their level and pattern of <br />electric usage to meet the utility’s energy and demand goals. These activities reduce <br />demand, creating better cost and distribution management. They also enhance <br />customer experience through real-time notifications from the utility. <br /> <br /> <br />E <br /> <br />26. EAC – Energy Adjustment Clause – A forward-looking rates system used by the <br />Minnesota Municipal Power Agency (MMPA) to help match the timing of revenues <br />and expenses. MMPA reviews projected costs at the start of each month and sets <br />rates to members accordingly. This helps reduce the lag between costs and revenue. <br /> <br />27. EAP – Emergency Action Plan – Procedures to respond to citywide emergencies and <br />or disasters. In Elk River, the Fire Chief serves as the Director of Emergency <br />Management and is responsible for establishing the plan which is carried out by key <br />decisions makers who would convene in the Emergency Operations Center. <br /> <br />28. EIA – Energy Information Administration –The statistical and analytical agency within <br />the U.S. Department of Energy. The EIA collects, analyzes, and disseminates <br />independent and impartial energy information to promote sound policymaking, <br />efficient markets, and public understanding of energy and its interaction with the <br />economy and the environment. <br /> <br />29. EMF – Electromagnetic Field – EMFs are a combination of an electric field and a <br />magnetic field; a stationary charge produces only an electric field, while a moving <br />charge also creates a magnetic field. <br /> <br />30. EOC – Emergency Operations Center – A multi-agency communications and <br />coordination center. The facility provides a central point for directing operational <br />and administrative support during large-scale disaster responses in Elk River. The <br />center is located in the basement of Fire Station #2, next to city hall. <br /> <br />31. EPA – Environmental Protection Agency – An agency established in 1970 to <br />consolidate federal research, monitoring, standard-setting, and enforcement <br />activities that support environmental protections. <br /> <br />218
