DOE – Department of Energy – A cabinet-level department of the United States Government with responsibilities that include the nation's nuclear weapons program, nuclear reactor production for the United States Navy, energy conservation, energy-related research, radioactive waste disposal, and domestic energy production. 25. DSM – Demand Side Management –The planning, implementing, and monitoring of activities that educate and encourage consumers to modify their level and pattern of electric usage to meet the utility’s energy and demand goals. These activities reduce demand, creating better cost and distribution management. They also enhance customer experience through real-time notifications from the utility. E 26. EAC – Energy Adjustment Clause – A forward-looking rates system used by the Minnesota Municipal Power Agency (MMPA) to help match the timing of revenues and expenses. MMPA reviews projected costs at the start of each month and sets rates to members accordingly. This helps reduce the lag between costs and revenue. 27. EAP – Emergency Action Plan – Procedures to respond to citywide emergencies and or disasters. EOC – Emergency Operations Center – A multi-agency communications and coordination center. The facility provides a central point for directing operational and administrative support during large-scale disaster responses in Elk River. The center is located in the basement of Fire Station #2, next to city hall. 31.
