Copart USA Traffic Impact Study 1/14/2020 <br />Elk River, MN <br />E. SAFETY AND MITIGATION MEASURES <br />As stated previously, the intersection of TH 10 & Jarvis was found to operate at LOS-A in the <br />unsignalized condition. This is primarily due to the heavy through traffic on TH 10 that is free <br />flow, and the comparatively minor traffic on Jarvis and Cleveland approaches, since theses <br />currently controlled by side -street stop condition. <br />As part of the data collection, Westwood viewed traffic operation at the intersection for twelve <br />hours (6 a.m. to 6 p.m.) throughout an average day. During that time, there were instances <br />when traffic queued to the north and south of TH 10. In addition, there were instances when <br />traffic attempting to turn left onto TH 10 from the side street would find a gap in the traffic <br />coming from the left, proceed to the median and wait for an adequate gap in traffic before <br />completing the left turn onto TH 10. <br />As part of the analysis for the Copart development, Westwood was asked to look at signal <br />warrants at the intersection of TH 10 & Jarvis/Cleveland. As part of this analysis, Westwood <br />conducted turning movement counts at the intersection for a full twelve hours (6 a.m. to 6 <br />p.m.). Westwood compared the existing, projected year 2023 No -Build and year 2023 Build <br />volumes at the intersection against the signal warrants as they appear in the latest version of <br />the Minnesota Manual on Uniform Traffic Control Devices (MnMUTCD). <br />Currently, there are nine traffic signal warrants found in the MnMUTCD, although the <br />satisfaction of a warrant (or warrants) shall not in itself require the installation of a traffic <br />signal: <br />• Warrant 1, Eight -Hour Vehicular Volume <br />• Warrant 2, Four -Hour Vehicular Volume <br />• Warrant 3, Peak Hour <br />• Warrant 4, Pedestrian Volume <br />• Warrant 5, School Crossing <br />• Warrant 6, Coordinated Signal System <br />• Warrant 7, Crash Experience <br />• Warrant 8, Roadway Network <br />• Warrant 9, Intersection Near a Grade Crossing <br />Under Existing and 2023 No -Build volume conditions, signal warrants are not met at the <br />intersection of TH 10 & Jarvis/Cleveland. In the 2023 Build condition, the intersection barely <br />meets two warrants for signalization. (Signal Warrant Analysis sheets for each scenario appear <br />in the Appendix of this document.) <br />Warrant 2 states that the need for a traffic control signal shall be considered if an engineering <br />study finds that, for each of any 4 hours of an average day, the total volume of both approaches <br />16 Westwood <br />
