NO -BUILD SCENARIO <br />To measure the traffic impacts that could result from the Copart development, Westwood first <br />tested the performance and operation of the study intersections with only the projected <br />background traffic volumes for the future design year. For this analysis, it was assumed that <br />there would be one design year (2023), which would correspond to one year after anticipated <br />full build out of the Copart development, if approved. <br />According to City of Elk River staff, the annual growth rate for the city is assumed to be 1.2%.9 <br />Westwood applied this annual growth rate to the existing volumes in the study area to estimate <br />year 2023 background peak hour traffic volumes. Figures 4 illustrates the projected 2023 No - <br />Build Turning Movement Volumes for the study area. <br />Westwood then created a Synch ro/Si mTraffic model using these projected volumes. Table 2 <br />shows the results of the 2023 No -Build condition. The intersection of TH 10 & Jarvis was <br />assumed to be unsignalized. As with the Existing peak hour analysis, there are acceptable levels <br />of service at each of the study intersections. Some individual northbound and southbound <br />approach movements to TH 10 continued to show LOS-E conditions and queueing up to 72 feet <br />(approaching four car lengths). <br />9 Comment made by City of Elk River staff during meeting at City Hall, January 2, 2020. <br />8 Westwood <br />
