Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was <br />called to order at 6:04 p.m. by Mayor Dietz. <br />2. Pledge of Allegiance <br />Pledge of Allegiance was recited. <br />3. Consider Agenda <br />Councilmember Ovall requested item 4.5 be removed from consent and discussed after <br />item 8.3 <br />Councilmember Christianson requested removal of item 4.14 from consent due to a <br />conflict of interest. <br />Moved by Councilmember Westgaard and seconded by Councilmember Wagner <br />to approve the agenda as amended. Motion carried 5-0. <br />4. Consent Agenda <br />Moved by Councilmember Westgaard and seconded by Councilmember Wagner <br />to approve: <br />4.1 Minutes <br />■ November 18, 2019 <br />■ December 2, 2019 <br />4.2 Check register, check numbers 112812-112988 as outlined in the staff <br />report. <br />4.3 Resolution 19-69 scheduling a public hearing for municipal consent of the <br />final layout for the Trunk Highway 10 reconstruction from Xenia Avenue <br />to 0' Street and the trail construction from Simonet Drive to Lowell <br />Avenue. <br />4.4 Resolution 19-70 making finding of fact and denying an ordinance <br />amendment allowing auto sales in the FAST — The Point zoning district. <br />
