Recreation <br />Michael Hecker, Parks and Recreation Director <br />Action Requested <br />Recommend, by motion, park dedication be paid in the form of cash for the number of units approved by the <br />City Council at the rate applicable when the subdivision is released for recording. ("I ds will be <br />$4,897.04/unit at the 2018 high density rate) <br />And a 50-foot trail easement from under the Highway 101 bridge to the southern property line of the site shall <br />be provided. The majority of the easement shall be located above and along the bluff line. <br />Background/Discussion <br />The subject property is located on Zane Street along the 174th Avenue <br />alignment (see red dot on Figure 1). It is between the previous Saxon site <br />and the Lodge (apartments). <br />The applicant has not provided the proposed park land acreage. It is <br />guessed to be approximately 12 acres in size. <br />The Parks and Recreation Master Plan. <br />The Parks and Recreation Master Plan indicates adding or protecting <br />prairie bluff lands that offer river views, as the opportunity arises in <br />this area. <br />The land the applicant is proposing to donate, in lieu of park <br />dedication, is below the bluff line and much of it is in the floodplain <br />(unbuildable). The limited areas that are not in floodplain are on steep <br />slopes. <br />Park Dedication - Cash <br />The submitted drawings for the September 12, 2018, Parks and <br />Recreation meeting had 103 units. This would require $504,395.12 <br />in park dedication.
