Recreation Michael Hecker, Parks and Recreation Director Action Requested Recommend, by motion, park dedication be paid in the form of cash for the number of units approved by the City Council at the rate applicable when the subdivision is released for recording. ("I ds will be $4,897.04/unit at the 2018 high density rate) And a 50-foot trail easement from under the Highway 101 bridge to the southern property line of the site shall be provided. The majority of the easement shall be located above and along the bluff line. Background/Discussion The subject property is located on Zane Street along the 174th Avenue alignment (see red dot on Figure 1). It is between the previous Saxon site and the Lodge (apartments). The applicant has not provided the proposed park land acreage. It is guessed to be approximately 12 acres in size. The Parks and Recreation Master Plan. The Parks and Recreation Master Plan indicates adding or protecting prairie bluff lands that offer river views, as the opportunity arises in this area. The land the applicant is proposing to donate, in lieu of park dedication, is below the bluff line and much of it is in the floodplain (unbuildable). The limited areas that are not in floodplain are on steep slopes. Park Dedication - Cash The submitted drawings for the September 12, 2018, Parks and Recreation meeting had 103 units. This would require $504,395.12 in park dedication. This is calculated with the high density rate of $4,897.04/dwelling unit.
