Part C. FILING REQUIREMENTS <br />Annually the utility shall file for review and approval, a cogeneration and small power <br />production tariff with the governing body. The tariff must contain schedules 1 4. <br />SCHEDULE 1. <br />Schedule 1 shall contain the calculation of the average retail utility energy rates to be updated <br />annually. <br />SCHEDULE 2. <br />Schedule 2 shall contain all standard contracts to be used with qualifying facilities, containing <br />applicable terms and conditions. <br />SCHEDULE 3. <br />Schedule 3 shall contain the utility's adopted interconnection process, safety standards, <br />technical requirements for distributed energy resource systems, required operating procedures for <br />interconnected operations, and the functions to be performed by any control and protective <br />apparatus. <br />SCHEDULE 4. <br />Schedule 4 shall contain the estimated average incremental energy costs by seasonal, peak and <br />off- <br />Schedule 4 shall also contain the net annual avoided capacity costs, if any, stated per kilowatt-hour <br />and averaged over the on- <br />capacity purchases are first avoided. Both the average incremental energy costs and net annual <br />avoided capacity costs shall be increased by a factor equal to 50 percent of the utility and the <br />electric energy. <br /> <br />Part D. AVAILABILITY OF FILINGS <br />All filings shall be maintained at the utility's general office and any other offices of the utility <br />where rate tariffs are kept. The filings shall be made available for public inspection during normal <br />business hours. The utility sh <br />interconnection procedures and application form on the utility website, if practicable, or at the <br />utility office. <br /> <br />Part E. REPORTING REQUIREMENTS <br />Annually the utility shall report to the governing body for its review and approval an annual <br />report including information in subparts 1-3. The utility shall still comply with other federal and state <br />reporting of distributed generation to federal and state agencies expressly required by statute. <br />Subpart 1. Summary of average retail utility energy rate. A summary of the qualifying facilities that <br />are currently served under average retail utility energy rate. <br />Subp. 2. Other qualifying facilities. A summary of the qualifying facilities that are not currently <br />served under average retail utility energy rate. <br />Subp. 3. Wheeling.
