Eclty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.11 <br /> Agenda Section Meeting Date Prepared by <br /> Consent December 2, 2019 jenna Fabish P.E.,Assistant City Engineer <br /> Item Description Reviewed by <br /> Trail Gap Funding Application Local Funding Justin Femrite P.E.,Public Works Director <br /> Match and Maintenance Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Approve,by motion, a resolution agreeing to provide the local match of the two proposed trail gap <br /> segments along County State Aid Highway (CSAR) 12 (181st Avenue) and CSAR 13 (Twin Lakes Road) <br /> and to maintain both trail segments for the duration of their useful life, subject to award of federal <br /> funding from the Transportation Alternatives 2024 federal funding solicitation. <br /> Background/Discussion <br /> On December 2, 2019, the City Council authorized the application for Transportation Alternatives (TA) <br /> 2024 federal funding solicitation for the following trail gap segments: <br /> 1. Along the north side of CSAR 12 (181st Avenue) from Nixon Street to County Road (CR) <br /> 40 (Cleveland Avenue), and <br /> 2. Along the east and south sides of CSAR 13 (Twin Lakes Road) from Trott Brook Parkway <br /> to CR 40 (Cleveland Avenue) <br /> As part of the application process, the sponsoring agency (City of Elk River) must pass a resolution <br /> agreeing to provide project funding and agreeing to maintain the trail segments for the duration of their <br /> useful life. Per the current Sherburne County Cost Participation Policy, the city is responsible for all costs <br /> associated with the construction of new trails and/or sidewalks and the ongoing maintenance when <br /> located within county right of way. <br /> The TA program will fund up to 80% of eligible project construction costs up to a maximum of <br /> $800,000. The city would be responsible for the design costs, any right of way costs and the 20% match <br /> for construction costs. <br /> Financial Impact <br /> Staff has estimated the total project costs to be $60,000 for design, $50,000 for right of way needs and <br /> $1,060,000 for construction for a project total of$1,170,000. The city's cost for the project is estimated at <br /> $370,000.
