EGty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.9 <br /> Agenda Section Meeting Date Prepared by <br /> Consent December 16, 2019 Tim Sevcik, Street and Park Superintendent <br /> Item Description Reviewed by <br /> YAC Dugouts and Playground Justin Femrite, Public Works Director <br /> Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Approve,by motion, the purchase and installation of playground equipment and eight dugouts for the <br /> Youth Athletic Complex. <br /> Background/Discussion <br /> As part of the Active Elk River Plan approved by the voters, $2 million was approved for improvements <br /> to the Youth Athletic Complex to include the installation of a playground for $100,000. In addition,in <br /> 2019 the Park and Recreation Commission recommended $150,000 for the replacement of eight dugouts <br /> on YAC fields 1-4. The dugout replacement came as a result of a dugout failure during a wind event in <br /> 2019 and a subsequent inspection which found all eight existing dugouts to be unsafe. <br /> After reviewing the scope of both projects, staff recommends pairing the projects to achieve savings as <br /> both require concrete work, fencing installation, and assembly of the individual components. <br /> Staff recommends purchasing Landscape Structures Inc. (LSI) playground equipment utilizing the state <br /> contract. Three dugout kit quotes were received and Dugouts USA are recommended. Their kits were <br /> installed at Oak Knoll and YAC fields 5 and 6 in 2018. <br /> Flagship Recreation is recommended as the certified installer for LSI's playground equipment,installation <br /> of the playground, and dugouts. Flagship Recreation is the same vendor that installed the dugouts at Oak <br /> Knoll and YAC in 2018. <br /> Financial Impact <br /> The total project cost for the playground is $94,876.96 from the LOST funds. The total cost for the <br /> dugouts is $126,336.95 from the Park Improvement Fund budgeted in 2020. Additionally, staff will work <br /> with vendors for the installation of the dugout fencing and overhead protection for the playground area <br /> utilizing the remaining dollars budgeted for these projects via separate quotes. <br /> Attachments <br /> ■ Dugout USA Quote <br /> ■ Landscape Structures Inc.
