<br /> <br />Request for Action <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.11 <br />Agenda Section Meeting Date Prepared by <br />Consent December 2, 2019 Jenna Fabish P.E., Assistant City Engineer <br />Item Description Reviewed by <br />Application Submittal for Trail Gap Funding Justin Femrite P.E., Public Works Director <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Authorize, by motion, the application submittal for Transportation Alternatives federal funding for the <br />st <br />construction of two multi-use trail gap connections along County State Aid Highway (CSAH) 12 (181 <br />Avenue) and CSAH 13 (Twin Lakes Road) for funding in fiscal year 2024. <br /> <br />Background/Discussion <br />The Parks and Recreation Master Plan identified initiatives for improving, maintaining and expanding the <br />parks and recreational facilities. Initiative 1 – Improve Existing Parks and Facilities and Initiative 3 – <br />Strengthen Trail Connections provided guidance for staff to identify trail gap segments. <br /> <br />Staff is proposing to apply for federal Transportation Alternatives (TA) funding for fiscal year 2024 for the <br />completion of two trail gap segments. The applications are due on January 3, 2020, and would include: <br />st <br />1. Along the north side of CSAH 12 (181 Ave) from Nixon St to County Road (CR) 40 (Cleveland <br />Ave), and <br />2. Along the east and south sides of CSAH 13 (Twin Lakes Road) from Trott Brook Parkway to CR 40 <br /> <br />CSAH 12 segment will improve both neighborhood access to local parks, schools and shopping and <br />Spectrum School access between the school and athletic fields (the athletic fields are located along the <br />proposed corridor). The trail segment along CSAH 13 will improve both neighborhood access to local parks, <br />shopping and schools including Twin Lakes Elementary School (located along the proposed corridor). <br /> <br />The TA program will fund up to 80% of eligible project construction costs up to a maximum of $800,000. <br />The city would be responsible for the design, any right of way and the 20% match for construction costs. <br /> <br />Financial Impact <br />Staff has estimated the total project costs to be $60,000 for design, $50,000 for right of way needs and <br />$1,060,000 for construction for a project total of $1,170,000. The city’s cost for the project is estimated at <br />$370,000.
