<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />February 19, 1940 <br /> <br />The regular meeting of the Village Council was held Monday Feb 19, 1940 at the Municipal Bldg. <br /> <br />Members present: <br /> M.C. Tesch, Pres.; G.A. Bailey, Geo Cornelius, Frank Nickerson, Trustees; Wm H <br />Greupner, Clerk <br /> <br />R.K. Wilson, Chas Bade, Wm Brown, and Leslie Bailey a committee from the Commercial Club <br />were present to discuss the sewer disposal plant and swimming pool projects which had been <br />discussed at the Commercial Club the week before. Mr. A.J. Duvall, engineer, representing the Foltz <br />King and Day Co. presented the sewer in Elk River several years ago. He stated that there would <br />have to be some changes made and said he would make a new preliminary survey for $250.00. <br /> <br />The committee from the Commercial Club and the Council had a lengthy discussion about the <br />sewer and disposal plant and decided the first thing to do was to hire an architect and an engineer to <br />make the preliminary survey. <br /> <br />Harold Moody and Stephen Schmidt attorneys from St. Paul were present and stated that the sewer <br />could be decided by the Council first by drawing up an ordinance and then passing a resolution <br />designating the sewer district and assessments made against this property. Mr. Moody said he wished <br />to work with the Village attorney and his fees would be 1%. <br /> <br />The next matter brought up was the swimming pool. H.G. Rogers from the Minn State Health <br />Board was present and said he would make an investigation of the water at the present swimming <br />pool and would make a report to the clerk. <br /> <br />The same committee from the Commercial Club brought up the subject of the warming house <br />which is to be built in the stadium and said that so far they had raised $250.00 and asked for an <br />appropriation of $125.00 from the Village. A motion was made by Frank Nickerson seconded by <br />Geo Cornelius to appropriate $125.00 for the warming house. <br /> <br />Anthony Burgoyne was present and asked again if it would not be possible for them to have a dance <br />permit to hold dances at their place of business. It was decided as long as the Council had passed a <br />resolution a year ago not to issue any dance licenses it was best not to. <br /> <br />The following relief clients were taken care of – <br />Harry Anderson – Groc $5.00, Milk $1.50 <br />Fritz Carlson asked to have a medical examination for his wife. It was decided that the clerk see Dr. <br />Tesch and see what the best solution in Mrs. Carlson care would be. <br />Ted Waite asked about the Doctor bill which was brought up at the previous meeting. He was told it <br />would be taken care of at the next meeting because the clerk did not have an itemized bill at this <br />time. <br />Frank Belanger – milk $3.00, Groc $5.00 <br />Gladys Hubbert asked for a telephone and also to have some furniture moved from her spare room, <br />she also needed shoes and hose. It was decided to grant her $2.95 for shoes and $.50 for hose and <br /> <br />
