DISTURBANCES/HOSTILE CONFRONTATION/HOSTAGE/SHOOTING <br /> Although similar in nature to other threats, physical hostile confrontation is an immediate life <br /> threatening danger which is totally unprovoked and unpredictable. Hostile confrontations <br /> include, but are not limited to: robbery, violent/hostile customers, and terroristic acts. Each <br /> situation will be handled on an individual basis. In general, utility personnel will not <br /> participate in the handling or resolution of this type of activity. Trained personnel from the <br /> Elk River Police Department will be in charge of handling any disturbance/hostile <br /> confrontation. <br /> The following procedures should be considered only when the situation becomes so serious as <br /> to be assessed as a threat to the safety and well-being of utility employees and/or visitors to the <br /> utilities. <br /> DO: <br /> 1. In the event you are confronted by a person with a weapon or an explosive device, or a <br /> person claiming to have a weapon or device - Remain calm. Your reaction to the situation <br /> can provoke the hostile person. <br /> 2. Listen to all demands - do not disagree or attempt to reason with them. <br /> 3. If you have access to something the perpetrator demands - move slowly keeping your hands <br /> visible to them at all times and give them whatever they request. Do as requested and <br /> remain calm and quiet. <br /> 4. If you observe a hostile confrontation in progress - do not get involved. Calmly move away <br /> from the area-providing it is safe to do so. Once clear, notify the authorities by dialing <br /> 911. <br /> 5. Completely describe what you observed, how many individuals are involved and the exact <br /> location of the activity. <br /> 6. Be prepared to seek protection under desks, behind solid walls or objects, and stay low to <br /> the floor. <br /> 7. Notify the General Manager or, in his/her absence, his/her designee. <br /> 8. Employees who witness disorderly events should record the facts as soon as possible. <br /> 9 <br /> 90 <br />
