Project Understanding | 3A Proposal for Lake Orono Restoration and Enhancement (LORE) for the City of Elk River <br />Temporary lake draw-down will occur in accordance <br />with the DNR Water Appropriation (dewatering) permit, <br />and is anticipated to commence in August 2020. <br />DNR comments received state the draw-down must <br />be completed by September 15 (Blanding’s turtle). <br />Sediment excavation, removal, lake-bottom grading/ <br />shaping, and implementation of the proposed habitat <br />features will occur in winter 2020-2021. <br />Funding for this project is from state and local <br />sources and includes a special assessment to private <br />landowners within the Lake Improvement District. <br />Identification of options for sediment transport and/ <br />or storage locations will be of paramount importance <br />to derive cost-sensitive solutions for that component <br />of the construction cost. There are many industrial <br />facilities within reasonable distance of the Lake which <br />may benefit from use/application of the extracted <br />sediment. <br />WSB understands that the permitting process needs <br />to commence in fall 2019 and progress in tandem <br />with the design and work plan for timely submittals to <br />the regulating agencies. Preliminary discussions have <br />occurred with the DNR, SWCD, USACE, and the Lake <br />Improvement District, and official notices via the EAW <br />distribution have occurred, with comments received <br />and filed for the upcoming project initiation. The Phase <br />1A Assessment Report for Cultural Resources has been <br />completed.
